Citizens Insurance Roof Requirements (2026)

Short answer: Citizens requires documentation of a full roof replacement for shingle or other soft roofs more than 25 years old and tile, slate, clay, concrete or metal roofs more than 50 years old, unless a Florida-licensed inspector documents at least 5 years of remaining useful life. Roof age is based on the oldest part of the roof.

Age limits

Soft roofs (shingle and similar): more than 25 years. Hard roofs (tile, slate, clay, concrete, metal): more than 50 years.

Remaining useful life

Roofs over those limits may be eligible with an inspection showing at least 5 years of remaining useful life (4-Point or Roof Inspection Form). Citizens caps the credited remaining life at 5 years.

Partial replacements

When the whole roof was not replaced at the same time, the roof age is based on the oldest part.

Proof of replacement

Accepted documentation includes a finalized roof permit or a paid-in-full roofing contract, work order or receipt.

What to do

  1. Check your roof material and installation year.
  2. If over the limit, get a 4-Point or Roof Inspection Form from a Florida-licensed inspector.
  3. If less than 5 years remain, plan a full replacement and keep the finalized permit.

FAQ

Does a 4-point inspection count for the roof requirement?

Citizens says the Four-Point Inspection Form can be submitted instead of the Roof Inspection Form if photos of each side of the roof are included and it is properly signed.

Is the age based on the newest section of my roof?

No. Citizens bases roof age on the oldest part of the roof.
